CTV Show-Level Data Glut Fails to Deliver Optimization Control
While CTV buyers increasingly demand show-level transparency, a new IAB report shows 43% lack confidence in inventory. Despite progress in show-level reporting, true program-level optimization remains elusive. Publishers and exchanges offer data, but limitations persist: incomplete bidstream signals, "unknown" titles, and lack of scaled optimization solutions. Privacy laws like VPPA, combined with household-level data, complicate sharing. Linear TV offers program-level control by design, while CTV faces a gap between reporting and active optimization. Buyers can receive post-campaign reports but can't programmatically target individual shows at scale, except via programmatic guaranteed deals. The industry is working toward compliant, scaled optimization, but meaningful progress is still needed.
- 43% of CTV buyers have little or no confidence in the inventory they buy (IAB).
- Major exchanges do not offer scaled show-level optimization as a standard product.
- One top-five streamer's SSP integration prevents pulling show-level reporting.

CTV Buying Faces Infrastructure Problems
An ADWEEK House Cannes fireside co-hosted with Tatari highlighted structural issues in programmatic connected-TV (CTV) buying. Philip Inghelbrecht, CEO and co‑founder of Tatari, argued that CTV’s buying architecture was inherited from digital display and is ill-suited for premium streaming inventory, where a large share of impressions come from a small number of publishers. He said programmatic CTV is useful for narrow targeting and retargeting but is not a substitute for broad-reach TV buys, and recommended moving automation closer to the ad server to cut manual processes. Inghelbrecht also expressed skepticism about current AI in advertising, calling much of it workflow automation rather than intelligence that improves decision‑making. The piece was published in partnership with Tatari and reported by Ashley Cisneros Mejia.
- The article was based on an ADWEEK House Cannes Lions fireside chat co-hosted with Tatari.
- Philip Inghelbrecht, CEO and co‑founder of Tatari, said programmatic CTV is best suited for deep targeting and retargeting rather than broad-reach brand discovery.
- Inghelbrecht argued that if about 90% of streaming TV impressions come from the top 10 publishers, direct buying may be more efficient than programmatic for premium inventory.
