Policy Market: German Culture Minister Proposes ZDF Privatization and ARD Consolidation

Weimer questioned the necessity of small stations like Radio Bremen and Saarland Broadcasting, proposing a 'cloverleaf' model of four or five larger institutions. However, media policy is a matter for the federal states, not the federal government, making immediate implementation unlikely. The current reform treaty, effective early 2026, retains the existing structure, which Weimer believes is insufficient given the rise of social media and populist platforms.
