OpenAI Disrupts Russia-Linked Covert Influence Campaign
On Aug. 25, 2026 OpenAI reported banning a cluster of ChatGPT accounts that very likely originated in Russia and were supporting a covert online influence campaign. The company discovered the activity after investigating AI-generated social posts and traced it to a broader effort built around a fabricated “International Burke Institute” (IBI) website that republished copied and frequently misattributed academic content and promoted a proprietary “sovereignty index” praising Russia and denigrating Western countries. Operators used VPNs to access ChatGPT to generate English-language posts and replies across X, LinkedIn, Facebook, Substack and Telegram. OpenAI documented the operation’s infrastructure, limited audience reach (Telegram channels ~10–20k followers each), assessed it as low-end Category Three on the Brookings Breakout Scale, and noted the case shows how LLMs can serve as supporting tools in manufactured-authority campaigns.
