German Broadcasting Fee Revenues Fall Slightly in 2025
The Beitragsservice published its 2025 annual report showing a slight decline in revenues from Germany’s mandatory broadcasting fee. Total fee receipts were €8.72 billion in 2025, €20 million less than the previous year. Of that, €8.56 billion went to public-service broadcasters (ARD, ZDF and Deutschlandradio) and €164.5 million to the state media authorities. Collection costs rose slightly to €191.4 million (+0.4%). The number of registered contribution accounts and dwellings fell, and enforcement activity (reminders and collection requests) also decreased compared with 2024. The Beitragsservice expects more notable changes only after the next nationwide registration-data reconciliation starting December 2026.
This is a factual annual-report update about public-broadcaster funding and collection metrics. It affects media funding and broadcaster inventory outlooks but does not represent an industry‑shifting change for AdTech/MarTech.

ARD says it is underfunded
The public-broadcasting consortium ARD reports it is underfunded despite cost-cutting and says the current level of the German broadcasting fee (Rundfunkbeitrag) is insufficient. The ARD's finance report to state parliaments — cited via the epd news agency — says the recently proposed increase by the KEF should be regarded as the minimum required. The KEF's latest recommendation would raise the monthly fee from €18.36 to €18.64 from 1 January 2027. ARD plans to reduce staff by about 3,000 roles by 2028 (to 18,647 positions) to save €277 million and expects an additional ~€276.9 million in savings from structural projects between 2025–2028.
Bayerischer Rundfunk offsets missing fee hike; €44.4M deficit
Bayerischer Rundfunk (BR) reported total revenues of about €1.294 billion and expenses of €1.283 billion for 2025, resulting in a negative financial result of €44.4 million. The broadcaster says the larger-than-planned deficit was mainly caused by the failure to implement a recommended increase of the public broadcasting fee (Rundfunkbeitrag), which cost BR approximately €32.6 million compared with the annual plan. BR says higher returns on financial assets and prudent budget management largely compensated the shortfall. The BR Broadcasting Council approved the financial statements. In the same meeting, Kemal Görgülü — until now technical director at Arte — was appointed production and technology director and will succeed Birgit Spanner-Ulmer on 1 February 2027. BR Director-General Katja Wildermuth and Council Chair Godehard Ruppert commented on the financial strain and the leadership change.
Court Hearing on ARD and ZDF Broadcast Fee Increase
Germany’s Federal Constitutional Court held hearings on a constitutional complaint by public broadcasters ARD and ZDF over the states' refusal to raise the public broadcasting fee. The KEF (commission) has issued a revised recommendation for a smaller increase starting in 2027; if the federal states implement that recommendation by year-end the broadcasters' complaint could become moot. Sachsen-Anhalt Staatsminister Rainer Robra publicly admitted states will not implement the recommendation before 2027, citing upcoming state elections and concern about giving the AfD campaign ammunition. Court President Stephan Harbarth said difficult constitutional questions remain and a judgment is likely in weeks or months. ZDF director Norbert Himmler and ARD chair Florian Hager warned that adequate, independent funding is necessary for public broadcasting’s democratic role.
