TVF is the trading name used for Türkiye Wealth Fund Management Joint Stock Company, a state-backed sovereign wealth fund affiliated with the Presidency in Turkey. Rather than selling software or media services, it manages and seeks to enhance the value of a portfolio of strategic assets, with provided evidence indicating holdings across 36 companies in 7 sectors as well as licences and real estate. Named assets include Ziraat Bank, HalkBank, Vakıfbank, Borsa Istanbul and Türk Telekom. Its customers are not end-consumers; the organisation functions as an investment and asset management vehicle for the Turkish state. Value creation appears to come from ownership, stewardship and portfolio optimisation of strategic national assets, supported initially by share capital paid by the Privatisation Fund. Commercially, its economic model is based on returns from managed holdings, asset appreciation, dividends, disposals and broader balance-sheet management rather than subscription or transaction software revenue.
